    • A few months ago Lord Carter of Barnes published his Digital Britain report, setting out a plan to enable Britain to stagger into the 21st century. A key element of it is a “Universal Service Commitment”, which will guarantee that every home in the UK will have broadband internet access at a speed of 2mbps (megabits per second) by 2012. To put that in context, most of South Korea already has 100mbps, and its Government is now working on plans that will give Koreans access at 1gbps (gigabits per second) by the same date.
